In general, his identity is not clear, especially his father.

On February 27, 2019, Nguyen Phu Trong suddenly asked the Central Organizing Commission to assign Quang to Ho Chi Minh City holds the position of Permanent Deputy Secretary instead of Tat Thanh Cang. During the time when Quang held the position of Secretary of the Hai Phong City Party Committee, he controlled Major General Vu Thanh Chuong, Director of Hai Phong Police Department, allowing Mr. To Lam to take Dinh Van Doi to infiltrate Hai Phong and investigate the crime bands linking from Quang Ninh to Hai Phong, including Do Huu Ca.

On January 5, 2023, Quang was assigned to the Government to replace Mr. Pham Binh Minh, who was recently deposed. The task of controlling Hai Phong city and controlling activities of the Hai Phong Police was transferred to another Tay Ninh man Le Tien Chau. Chau continued to manage Hai Phong and continued the duties of Quang. Recently, Quang was assigned to the Steering Committee to build and manage employment positions in agencies, administrative organizations and public non-business units. This is a step closer to the position of Permanent DPM. The remaining thing is to elect him to the Politburo, to prepare for 2026 to replace incumbent PM Pham Minh Chinh and remove people of former PM Nguyen Tan Dung from the political arena.
