Vietnamese government recruits staffs to serve China’s Intelligence?

On November 25, the Vietnamese Government’s portal website posted an Admission Notice to study university in China, with Government scholarships, in 2024.

The announcement said that the Chinese Government waives tuition fees for the study process, arranges accommodation, provides health insurance, study materials and scholarships, according to the level set by the Chinese Government. The Vietnamese government provides one-way air tickets to and from home, passport and visa fees, travel fees and living expenses compensation.

Criteria for selected candidates are as follows:

  • Have good political and moral qualities; Not during disciplinary action, or while being considered for disciplinary action by a competent authority;
  • Healthy enough to study abroad. When studying and periodically every year, the Chinese side will organize a health check-up. In case you are found to be not healthy enough due to falsifying documents to go to school, you will have to return home and bear all related expenses.
  • Haven’t registered for any scholarship program to study abroad in 2024.
  • Commit to completing the training program and returning to serve at the agency sending you to study abroad, or as required by the state.

It is known that the Selection Council of the Ministry of Education of Vietnam will review the candidates’ applications, and this ministry is also responsible for sending a list of pre-qualified candidates for nomination to the Chinese side. Candidates nominated by the Vietnamese Ministry of Education and approved by the Chinese Government for scholarships will then be eligible for admission.

After that, the Ministry of Education notifies, guides and resolves related procedures for successful applicants to study in China in September 2024. Priority is given to those working at state agencies and educational institutions.

The Chinese government is never generous enough to give anything to anyone for free. The fact that they spend money to train Vietnamese officials is considered a move to recruit people to train according to the intentions of the Chinese Government. These people will go deep and climb high, and then one day, they will “giving this country into the hands of the enemy.”

During General Secretary Nguyen Phu Trong’s visit to China on January 12, 2017, he and Chinese President Xi Jinping witnessed the signing ceremony of 15 cooperation documents. In particular, the first document refers to the Agreement on cooperation in training high-level officials between the Communist Party of Vietnam and the Communist Party of China.

On September 26, during the working visit to China of a high-ranking delegation of the Hanoi Party Committee, Dinh Tien Dung – Secretary of Hanoi – attended the closing ceremony of the “Future Officers Training Course for Hanoi City Party Executive Committee, 20252030 term” at South China Polytechnic University, Guangzhou city, Guangdong province, China.

This is just a rush course. But those who participate in this intensive course are dangerous enough for the home country, and those who are properly trained are even more dangerous. It is known that in the 2016-2021 period, China and Vietnam have coordinated to implement a “Training Program” for 1,500 officials for the Communist Party of Vietnam.

Why doesn’t Vietnam train officials for China, but lets China train officials for Vietnam? Obviously, this is a one-way relationship. At this rate, after a few decades, in the Communist Party of Vietnam, there will be people trained by China everywhere, and it is unknown how many of them are arms of China’s Intelligence Services.

On the surface, the General Secretary of the Communist Party of Vietnam fights corruption strongly to gain reputation, but what he is secretly doing is truly dangerous. With the momentum of giving all cadres to China to teach, sooner or later, China will have a Party, the shell is the Communist Party of Vietnam, but the core is the Communist Party of China.
