Corruption alliance between provincial party chiefs and chairpersons

The work of “burning the furnace” by General Secretary Nguyen Phu Trong was initiated after the 12th National Congress of the ruling Communist Party of Vietnam, in 2016. Since then, public opinion has wondered why Mr. Trong’s furnace keeps burning but unburned wood still everywhere.

General Secretary Trong’s recent disciplinary action against Tran Tuan Anh – turning a person guilty of a serious crime into an innocent person, through allowing the initiative to resign, in the spirit of Notice No. 20 -TB/TW, September 8, 2022 of the Politburo.

Specifically, the content is stated in Article 2: “Encourage officials who have been disciplined with warnings or reprimands but have limited capacity and reduced reputation to voluntarily resign.” Accordingly, officials who voluntarily resign will be exempt from criminal liability and will only be subject to administrative or Party disciplinary action.

What has just been said makes public opinion doubtful, questioning Trong and the Communist Party of Vietnam’s leadership: “Anti-corruption” or “Corruption” is the Party’s major policy?

During Nguyen Tan Dung’s second term as Prime Minister (2011 – 2016), former President Truong Tan Sang once “confronted” Dung that:

“Before, there was only one worm that ruined the pot of soup. Now there are so many worms! That is so embarrassing. We can’t just leave it like that, tomorrow people will say it’s a whole bunch of worms, all worms. That’s not possible! A worm is already dangerous. One swarm of worms will kill this country!”

Public opinion evaluates this statement by Mr. Tu Sang as very true to what is happening today, after more than 10 years of Mr. Trong holding the position of head of the Communist Party of Vietnam. Even today, the corruption problem is much larger, both in scale and in organized connection.

This is an extremely alarming problem.

Journalist Le Thieu Nhon, in the article “Corrupt Alliance: Secretary and Chairman,” made very worrying comments, saying that recently, public opinion has been stirred up by two consecutive arrests.

First, two current officials of Lam Dong province, Secretary of the Provincial Party Committee Tran Duc Quan and Chairman of the Provincial People’s Committee Tran Van Hiep, were both probed related to violations of the Dai Ninh project. Second, two former officials of Bac Ninh province, former Secretary of the Provincial Party Committee Nguyen Nhan Chien and former Chairman of the Provincial People’s Committee Nguyen Tu Quynh, were both probed for the expansion of the AIC case.

Author Le Thieu Nhon assessed: “That is, the head of the Party organization and the head of the local government, both committed the same crime.” That shows, “alarming about the situation of corrupt alliances. The case of both the Secretary of the Provincial Party Committee and the Chairman of the Provincial People’s Committee walking together in court, in some cases, no longer seems to be unique.”

Regarding the violations of Lam Dong province’s leadership, in the article, “Lam Dong Fresh Firewood” author Phong Lan confirmed:

Tran Van Hiep – Chairman of the People’s Committee of Lam Dong province, and Tran Duc Quan – Secretary of the Provincial Party Committee, were at that time on the Standing Committee of the Provincial Party Committee. Less than a year later, it was revealed that in addition to being comrades, they were also accomplices.”

Author and journalist Phong Lan made a very worrying comment:

Da Lat – Lam Dong was the place where Truong Thi Mai grew up, so she was more or less attached to the class of officials who rose with her from the Lam Dong Provincial Youth Union. If Lam Dong firewood continues to be burned more, it can be predicted that, in the next two years, Ms. Mai’s junior class will be wiped out. The fierce battle between the blue army and the red army came to a fierce end.”

Experts say that for a long time, Truong Thi Mai was considered the “boss” – the general commander of the political apparatus of Lam Dong province. What does that have to do with the fact that recently, a series of high-ranking leaders of Lam Dong province were probed and detained by the Ministry of Public Security?

The anti-corruption drive in Vietnam has been failing, which cannot be denied. The more Trong fights against corruption, the more the number of cases increases, the more serious the corruption becomes in terms of level, scale and organization.

That is the reason why, after more than 8 years of burning the stove, there is now a situation where most of the leadership in the provinces today have formed a “corrupt alliance with the collusion of the provincial party secretary”. and provincial chairperson, with the help of a system of juniors and subordinates.”

Anti-corruption must apply measures according to the general trend of the world, which is: “respect for the law, independent judiciary, free press and civil society organizations participating in supervising anti-corruption.”

 

But General Secretary Trong is the person running the Central Anti-Corruption but he advocates that fighting corruption is “we beat ourselves” or “hit the mouse for fear of breaking the vase” so “it is necessary to pave the way for our comrades to learn from experiencewith the purpose of saving the corrupt leaders who are his supporters.

 

This is an extremely dangerous problem, and it will destroy the regime in the near future./.
