Two new Deputy Ministers of Public Security and $15 million in bribes

The Ministry of Public Security is about to have two new Deputy Ministers: Major General Nguyen Ngoc Lam (Nghe An) and Pham The Tung (Hung Yen)

Major General Nguyen Ngoc Lam, head of the Police Department for Investigation of Corruption, Economic and Smuggling Crimes (C03), and Major General Pham The Tung, Director of Internal Political Security Department (A03), are said to be appointed as Deputy Ministers of Public Security.

Major General Pham The Tung (born 1972, hometown of Hung Yen) has held the position of Director of Department A03 since the end of last year, succeeding Major General Vu Hong Van. Van, younger brother of State President To Lam’s first wife Vu Hong Loan, was sent to work at the Central Committee’s Inspection Commission of Politburo member Tran Cam Tu.

 

Colonel Nguyen Ngoc Lam (born 1973, hometown Nghe An) was appointed to hold the position of Director of C03 in early March 2022. By January 2023, he was promoted to Major General.

The wife of new Deputy Minister of Public Security Nguyen Ngoc Lam is the director of the SCB bank branch (Van Thinh Phat) involved in protecting the transfer of $1.5 billion abroad.

Nguyen Ngoc Lam is also said to receive big sum of money from Nguyen Duy Hung (Thuan An Group). Hung’s wife revealed that in 2023 she bribed $15 million to Lam and Nga at their home.
