Using Hanoi as politics and making money, does Secretary Dinh Tien Dung play with fire?

Mr. Dinh Tien Dung meets Chinese Ambassador Xiong Bo

State investment projects invite Chinese contractors, which have always brought the Vietnamese side bitter fruits. A lot of projects across Vietnam with very high cost, even though the initial bid price was very low. This phenomenon causes a huge waste of the state budget. The officials who decided to let China carry out the project are the ones who need to review their ethics and leadership. It is unclear if General Secretary of the ruling communist party Nguyen Phu Trong will clean up trash in these projects or not.

The scandalous projects can be listed as follows:

Thai Nguyen Iron and Steel Zone, only makes cast iron, not steel;

Ha Bac Nitrogenous fertilizer that produces liquid nitrogen but not produce granulated nitrogen which makes the soil polluted and rice does not produce seed;

Thang Long Bridge: built by China from 1974 to 1978, 9 piers were left unfinished and workers were withdrawn. After that, it was invested by the Soviet Union until 1985, when it was completed.

Ninh Binh Power Plant runs on coal, discharges smoke and pollutes residential areas;

Ninh Binh fertilizer factory has a loss of VND30-VND50 billion per year;

Dinh Vu fiber factory is now covered with mats, no advanced fiber technology has been transferred. Nearly VND8 trillion ($ 400 million) have gone;

The Central Highlands Aluminum Bauxite Project which was opposed by intellectuals and scientists, all of its parameters were not feasible and caused long-term damage. And so far, all the consequences have been clearly seen, in short, in terms of economics, the initial calculation was wrong, the capital loss was VND3.7 trillion, fell in the trap of Chinese contractors and the “conspiracy” of many economic, security, social and defense aspects.

These are typical projects. In Hanoi, how the Cat Linh – Ha Dong railway project was behind schedule, how capital was invested, this issue has been talked about a lot by the press for more than 10 years. It is worth mentioning that the projects financed by China, are often debt traps that poor countries cannot pull out.

China’s debt-trap diplomacy has been well known around the world for many years. Many poor countries have been trapped and the country closest to Vietnam is Laos, which has not been able to get out.

Successful debt-trap diplomacy relies on the incompetence, greed, and incompetence of leaders in poor countries. Even in Hanoi, it is their short-sightedness, lack of vision and not excluding the possibility of greedy leadership that Pham Quang Nghi, former Secretary of Hanoi, and Nguyen The Thao, former Chairman of the City People’s Committee brought the debt back, located in the city center. This is a great lesson for generations of Hanoi leaders, however, it seems that Secretary Dinh Tien Dung and Chairman Tran Sy Thanh are walking in the footsteps of the two former leaders of Hanoi.

On April 11, in Hanoi, Dinh Tien Dung received Ambassador of China to Vietnam Xiong Bo to discuss cooperation between Hanoi and Chinese localities. Especially, Dung wants China to deploy the Ha Dong-Xuan Mai railway.

Thus, Dinh Tien Dung defied the hearts of the local people and wanted Hanoi to continue falling into China’s trap. If it’s the first trap, you can justify that you are the victim. But for the second time, it’s intentional, not a trap. Inviting China to continue working on the Ha Dong-Xuan Mai railway project is a challenge for the all people.

Once the leader deliberately stepped on the people’s hearts to do a project with China, the question is, what is the purpose of Dinh Tien Dung? It’s not for the people, it’s not for Hanoi. Then it could only be for himself. So, inviting China to do the project, what benefits does Mr. Dinh Tien Dung gain, economically or politically? However, in any case, Dinh Tien Dung is also playing with fire when he deliberately ignores the will of the people.
