Party chief Nguyen Phu Trong directing investigation against police chief-backed Xuan Cau Group

An internal source revealed that the attack on Xuan Cau Group managed by Minister of Public Security To Lam’s family was directed by General Secretary Nguyen Phu Trong of the ruling Communist Party of Vietnam (CPV).

The military can only investigate the Xuan Cau Group case of To Dung, To Lam’s younger brother, if approved (permitted) by the Central Military Commission, of which General Secretary Trong is the head of the Central Military Commission.

Phan Van Giang is only Deputy Secretary and has no authority to make decisions alone without the consent of Trong, who is the secretary of the agency.

An inside source revealed:

While the Ministry of Public Security probed and temporarily detained the brother-in-law of Deputy Prime Minister Tran Hong Ha on charges related to the Hau phao case, the Defense Ministry was investigating the case of Xuan Cau Holdings Company of To Dung, a younger brother of the police chief General Lam.

Currently, Deputy PM Ha (from the central province of Ha Tinh) is still working normally but is reportedly banned from leaving the country.

Xuan Cau village is the birthplace of To Lam, in Hung Yen province, was used as the name of Xuan Cau Holdings Joint Stock Company. This company is a multi-industry corporation established in 2000, headquartered in Hanoi, with 6 shareholders contributing capital, all of whom are from Lam’s family:

To Dung holds 61.76%, To Thi Thu Hien (16.15%), To Duy (11.1%), To Ho Thu (7.77%), Bui Quang Hieu (3%) and Nguyen Hung Manh (0.22%) charter capital.

To Dung (born 1962), Chairman of the Board of Directors of Xuan Cau Holdings Company, is the younger brother of General Lam (born 1957).

To Duy (born 1992) is the son of To Dung. The father is the Chairman, the son is the Business Development Director of Xuan Cau Holdings Company.

To Thi Thu Hien (born 1963) is Lam’s younger sister.

To Ho Thu (born 1996) is Dung’s daughter.
