To An Xo “flees” from the Presidential Palace. Is a new force emerging?

On September 4, the Party Central Committee Office announced the decisions of the Secretariat, appointing Lieutenant General To An Xo as Assistant to General Secretary To Lam and in charge of the General Secretary’s Office.

Currently, Lam is the boss of the Secretariat, so the Secretariat’s decision is also his decision.

Gen. Xo has just moved from the Ministry of Public Security to the Presidential Palace not long ago, but now he “flees” to the General Secretary’s Office. Wherever Lam is, Xo will be there. When Lam pulled his followers out of the Presidential Palace, it showed signs that Lam was about to withdraw from the position of State President.

Thus, currently, more and more people from the Ministry of Public Security are gathering at the Party Central Committee Office. The first to move to this agency was Senior Lieutenant General Nguyen Duy Ngoc, to clear the way and take steps to prepare for Lam to come later. Now that Lam has become the owner of the Central Party Office, he has brought his trusted disciples to serve him.

On the other hand, General Luong Cuong – Standing member of the Secretariat, will most likely have to move from the Secretariat to the Presidential Palace. Many observers predict that in the coming time, the military will form a new alliance, while Lam will politicize the Secretariat, to firmly consolidate the seat he is sitting on.

Relinquishing the position of State President is a concession by Lam. By relinquishing this position, his power will not decrease, because the position of State President is only a ceremonial one, not real power. However, for the military, if they win the position of State President, and form an alliance between the head of the Presidential Palace and the head of the Defense Ministry, this alliance could cause considerable disadvantages for General Secretary Lam.

Public opinion has previously been interested in the position of State President, because of the continuous “bad luck” of those who hold this chair, not because of the power that this chair brings. Because the position of State President is more of a ceremonial position, it is considered “famous but not real.” Therefore, the owner of this chair has a name but no real power, so it is very easy to overthrow.

However, once this chair falls into the hands of the military faction, it is very likely that this faction will plan to form a new force, balancing the power of Lam at present.

With Xo’s transfer from the Presidential Palace to the General Secretary’s Office, it shows that Lam is forced to cede part of his power, at the same time, a new force is emerging in the political arena. If successful, this new force can balance the power of Lam.

Lam has taken the position of General Secretary by using the Ministry of Public Security, thus making enemies with many other forces in the Party. To secure his position, he must continue to use the Ministry of Public Security to control his opponents – those who want to overthrow him. He even needs to predict future enemies and take action to eliminate them first.

The military faction has a great advantage, that is, the police cannot interfere or investigate. Therefore, the tool that Lam used very effectively to overthrow other forces will no longer be effective against the military. Because he clearly understood this, Trong brought General Luong Cuong back to guard the Secretariat, preventing Lam’s attacks on this Committee. Unfortunately, Trong passed away not long after filling this gap.

The only weakness of the military faction is fragmentation and lack of unity. That is why Lam and the police faction have taken the lead. This is an opportunity for the military faction to regain its position. If it is not done now, it will be very difficult to have a better opportunity.

 

Because if Lam has time to consolidate his forces, it will be very difficult to regain his position.
