– Major General Dinh Van Noi (born in 1976, from Can Tho), currently Director of Quang Ninh provincial Police, is about to be transferred to the Ministry of Public Security to hold the position of Director of the Internal Political Security Department (A03), succeeding Lieutenant General Pham The Tung who has just been promoted to Deputy Minister of Public Security.
The position of Director of Quang Ninh province Police Department will be given to Colonel Tran Van Phuc (born in 1978, from Dong Anh – Hanoi), currently Director of Thai Binh provincial Police Department.
– Colonel Nguyen Quang Phuong (born in 1976, from Quang Ninh), currently Deputy Director of the Department of Investigation Police on Corruption, Economic Crimes and Smuggling (C03) of the Ministry of Public Security, will take over the position of Director of C03, succeeding Major General Nguyen Ngoc Lam, who has just been promoted to Deputy Minister of Public Security.
– Major General Tran Van Thien (an ally of retired Politburo membet Vuong Dinh Hue), currently Deputy Director of the Department of Prison Management Police (C10) of the Ministry of Public Security, will take over the position of Director of C10, succeeding Lieutenant General Le Minh Hung, who is about to retire.

It is known that Le Minh Hung (born in 1963, from Ha Tinh) is the older brother of Le Minh Hung, Head of the Central Committee’s Organization Commission. Hung’s father is the late Senior Lieutenant General Le Minh Huong, former Minister of Public Security, and the person who supported and guided To Lam on his path to promotion in the Ministry of Public Security. Therefore, Le Minh Hung, although from Ha Tinh, is considered as in State President To Lam’s circle.
