Immediately after the funeral of General Secretary Nguyen Phu Trong ended, the following afternoon, July 27, the Standing Committee of the Central Public Security Party Committee met and issued a resolution on personnel work, in which Senior Lieutenant Colonel To Long – the only son of State President and former Minister of Public Security To Lam- was appointed as Director of Hai Duong provincial Police.
To Long is currently Deputy Director of the Department of External Security (A01) of the Ministry of Public Security and Chief of the Ministry of Public Security’s Permanent Office for United Nations Peacekeeping.
The current Director of Hai Duong provincial Police is Colonel Bui Quang Binh (born in 1978, from Thai Binh). He was transferred to the Ministry of Public Security to hold the position of Director of the Department of Economic Security (A04), succeeding Minister of Public Security Senior Lieutenant General Luong Tam Quang.
Notably, To Long’s rank was only Lieutenant Colonel but he was appointed as the police chief in charge of an entire province.
To Long was bad at studying but no one in the police forces dared to speak out for fear of being bullied. There was once a department head in Department A01 who accidentally said something bad about To Long’s education level, and the consequence was that this officer was later sentenced to prison.
To Lam arranged for his son to be the Deputy Director of the Department of External Security (A01) and gave To Lam more authority than his boss.
In the Ministry of Public Security, To Long was not afraid of anyone because he relied on his father’s power. Watching the VTV video clip, we can see that To Long did not even consider Senior Lieutenant General Luong Tam Quang as anything, when To Long joked during the welcoming ceremony for the Minister.
Senior Lieutenant Colonel To Long is the little king in the Ministry of Public Security, although his position is small, online fraud rings have to line up to ask To Long for protection, for example, the case of protecting Iker Phuong (aka Ho Ngoc Phuong), the owner of Lion Group who established the FXTradingmarkets trading floor, then shut it down to appropriate customers’ money.
